Texas Department of Banking Names Loyola Director of Administrative Services

LeAnn LoyolaThe Texas Department of Banking announced the appointment of LeAnn Loyola to serve as director of administrative services. She will oversee all financial, procurement and risk management areas of the administrative services division. The division is responsible for the agency’s financial, purchasing, procurement, building management, risk management and business continuity functions.

Loyola joined the Texas Department of Banking in October 2025 as assistant chief financial officer. Prior to joining the department, she worked as the budget and contracting manager for the Texas School for the Deaf. She has more than 13 years of experience working in accounting and finance for the State of Texas. Her career also includes serving in the finance division at the Texas Parks and Wildlife Department.

Loyola is a graduate of Texas Tech University with a BBA degree in finance and business economics. She earned her MBA degree from Texas A&M University–Corpus Christi. She is also a Certified Texas Contract Developer and Certified Texas Contract Manager authorized by the Texas Comptroller of Public Accounts. Loyola is currently a member of the 2026 class of the Texas Fiscal Officers Academy.

“Mrs. Loyola brings multiple years of finance experience and state service to the department and will be a valuable member of our management team,” says Charles Cooper, commissioner of the Texas Department of Banking.
