Here are the latest regulatory agency transactions regarding Texas bank applications—including new charters, mergers and acquisitions, and the establishment and relocation of bank branches—as filed with the Office of the Comptroller of the Currency (OCC), Texas Department of Banking (TDB), Federal Reserve Bank of Dallas (FRBD) and the Federal Insurance Deposit Corp. May 17–23, 2026

Charters

The TDB reports that Houston Bank & Trust, based in Houston, has established a new bank at 5333 Westheimer Rd. in Houston.

Mergers and Acquisitions

The TDB reports that Citizens Bank, based in Kilgore, has applied to acquire Texas National Bank of Jacksonville, based in Jacksonville.

Branches

The OCC reports that it has approved an application by First National Bank Texas, based in Killeen, to establish a branch at 2700 W. Freddy Gonzalez Dr. in Edinburg.

The OCC reports that it has approved an application by PNC Bank NA, based in Wilmington, Delaware, to establish a branch at 22205 FM 529 Rd. in Katy. The agency also reports that it has approved an application by PNC Bank to relocate a branch from 1703 W. 5th St., Ste. 100, in Austin to 327 W 6th St. in Austin.

The OCC reports that JPMorgan Chase Bank NA, based in Columbus, Ohio, has established a branch at 408 E. Main St. in Lindale.

The TDB reports that Coleman County State Bank, based in Coleman, has established a branch at 3525 FM Hwy. 2288 in San Angelo.

The TDB reports that The First State Bank, based in Columbus, has applied to merge with The First National Bank of Bastrop, based in Bastrop.

Conversions

The OCC reports that it has approved an application by United Texas Bank NA, based in Dallas, to convert from a state bank to a national bank.

Branches

The OCC reports that it has approved an application by First National Bank Texas, based in Killeen, to establish a branch at 19337 McDonald St. in Lytle. The agency also reports that First National Bank Texas has applied to establish a branch at 250 University Blvd. in Round Rock.

The OCC reports that Woodforest National Bank, based in The Woodlands, has applied to establish a branch at 4085 Wedgewood Lane in The Villages, Florida.

The OCC reports that it has approved applications by PNC Bank NA, based in Wilmington, Delaware, to establish the following branches: 2606 Gus Thomasson Rd. in Dallas; 5408 Dallas Pkwy., Ste. 100, in Frisco; and 409 N. Hwy. 78 in Wylie.

The OCC reports that JPMorgan Chase Bank NA, based in Columbus, Ohio, has established a branch at 28705 Ronald W. Reagan Blvd. in Georgetown.

The TDB reports that Spectra Bank, based in Fort Worth, has established a branch at 11950 Webb Chapel Rd. in Dallas.

The TDB reports that PlainsCapital Bank, based in University Park, has applied to establish a branch at 500 Preston Rd. in Prosper.

The OCC reports that it has approved an application by Home Bank NA, based in Lafayette, Louisiana, to relocate a branch from 12946 Dairy Ashford, Ste. 100, in Sugar Land to 14965 Southwest Fwy. in Sugar Land.

The OCC reports that it has approved an application by JPMorgan Chase Bank NA, based in Columbus, Ohio, to establish a branch at the northwest corner of Texas State Hwy. 191 and Texas State Hwy. 158 in Midland.

The TDB reports that Pilgrim Bank, based in Pittsburg, has established a branch at 2072 Three Lakes Pkwy., Ste. 300 and 400, in Tyler.

The TDB reports that Frost Bank, based in San Antonio, has applied to establish a branch at 2575 W. Camp Wisdom Rd. in Grand Prairie.

The OCC reports that Wells Fargo Bank NA, based in Sioux Falls, South Dakota, has applied to establish a branch at 829 Horizon Way in Melissa. The agency also reports that it has approved an application by Wells Fargo Bank to establish a branch at Hwy. 287 and E. Broad St. in Mansfield.

The TDB reports that it has approved an application by Prosperity Bank, based in El Campo, to acquire Stellar Bank, based in Houston.

Branches

The TDB reports that it has approved an application by Frost Bank, based in San Antonio, to establish a branch at 170 Alliance Blvd., Ste. 100, in Hutto.

The OCC reports that it has approved an application by Associated Bank NA, based in Green Bay, Wisconsin, to establish a branch at 5950 Sherry Lane, Ste. 450, in Dallas.

The OCC reports that JPMorgan Chase Bank NA, based in Columbus, Ohio, has established a branch at 700 Boyd Rd. in Azle.
