Regulatory Actions

Here are the latest regulatory agency transactions regarding Texas bank applications—including new charters, mergers and acquisitions, and the establishment and relocation of bank branches—as filed with the Office of the Comptroller of the Currency (OCC), Texas Department of Banking (TDB), Federal Reserve Bank of Dallas (FRBD) and the Federal Insurance Deposit Corp. (FDIC).

July 5–11, 2026

Branches

The OCC reports that PNC Bank NA, based in Wilmington, Delaware, has opened a new branch at 20225 Hwy. 59 N in Humble.

The TDB reports that Frost Bank, based in San Antonio, has applied to establish a branch at 3001 S. Lamar Blvd., Bldg. G, Ste. 100, in Austin.

June 28–July 4, 2026

Charters

The OCC reports that OneSource Virtual Trust Bank, based in Dallas, has been established.

Mergers and Acquisitions

The OCC reports that it has approved an application by The First National Bank of Bastrop, based in Bastrop, to acquire First State Bank, based in Columbus.

The TDB reports that Prosperity Bank, based in El Campo, has completed its acquisition of Stellar Bank, based in Houston.

Branches

The OCC reports that PNC Bank NA, based in Wilmington, Delaware, has applied to establish a branch at U.S. Hwy. 281 in San Antonio.

The TDB reports that it has approved an application by Gulf Capital Bank, based in Houston, to establish a branch at 9545 Katy Fwy., Ste. 110, in Houston.

The TDB reports that it has approved an application by Frontier Bank of Texas, based in Elgin, to establish a branch at 215 Railroad St. in Buda.

The OCC reports that Moody National Bank, based in Galveston, has applied to establish a branch at 107 Old River Rd. in Montgomery.

The OCC reports that West Texas National Bank, based in Midland, has applied to establish a branch at 710 N. Big Spring St. in Midland.

The OCC reports that it has approved an application by JPMorgan Chase Bank NA, based in Columbus, to establish a branch at the southwest corner of W. Alabama St. and Kirby Dr. in Houston.

The TDB reports that it has approved an application by Southside Bank, based in Tyler, to establish a branch at 730 Union Pl. in Little Elm.

The TDB reports that Gulf Capital Bank, based in Houston, has applied to establish a branch at 9545 Katy Fwy., Ste. 110, in Houston.

The OCC reports that it has approved an application by National Bank & Trust, based in La Grange, to establish a branch at the intersection of Sam Houston Dr. and FM 969 in Bastrop.

The TDB reports that Harmony Bank, based in Dallas, has established a branch at 5000 Maple Ave. in Dallas.

The TDB reports that it has approved an application by Grandview Bank, based in Grandview, to establish a branch at 2010 Salado Center Dr. in Salado.

The TDB reports that Maverick Bank, based in Fort Davis, has applied to relocate a branch from 811 9th St. in Levelland to 201 Houston St. in Levelland.

The TDB reports that Lone Star Bank, based in Houston, has applied to relocate a branch from 1515 Fannin St., Ste. D, in Columbus to 1001 Milam St. in Columbus.

The OCC reports that United Texas Bank NA, based in Dallas, has completed its conversion from a state-chartered bank to a national bank.

The OCC reports that it has approved an application by Woodforest National Bank, based in The Woodlands, to establish a branch at 4085 Wedgewood Lane in The Villages, Florida.

The OCC reports that Texas National Bank, based in Mercedes, has applied to establish a branch at 201 S. Texas Ave. in Mercedes.

The OCC reports that it has approved an application by Wells Fargo Bank NA, based in Sioux Falls, South Dakota, to establish a branch at 829 Horizon Way in Melissa.

The OCC reports that it has approved applications by PNC Bank NA, based in Wilmington, Delaware, to establish the following branches: 15944 Woodland Hills Dr. in Humble and 13357 FM 1488 Rd. in Magnolia. The agency also reports that PNC Bank has applied to establish a branch at 26590 E. University Dr. in Aubrey.
