Here are the latest regulatory agency transactions regarding Texas bank applications—including new charters, mergers and acquisitions, and the establishment and relocation of bank branches—as filed with the Office of the Comptroller of the Currency (OCC), Texas Department of Banking (TDB), Federal Reserve Bank of Dallas (FRBD) and the Federal Insurance Deposit Corp. (FDIC).

July 6–12, 2025

Branches

The OCC reports that Southtrust Bank NA, based in George West, has established a branch at 14090 Southwest Fwy., Ste. 220, in Sugar Land.

The OCC reports that it has approved an application by Great Plains National Bank, based in Elk City, Oklahoma, to establish a branch at 2624 N. Loy Lake Rd. in Sherman.

The OCC reports that it has approved an application by Southwestern National Bank, based in Houston, to establish a branch at 2534 Royal Lane, Ste. 110, in Dallas.

The OCC reports that Home Bank NA, based in Lafayette, Louisiana, has applied to establish a branch at 27702 Tomball Pkwy. in Tomball.

The TDB reports that it has approved an application by Spur Security Bank, based in Spur, to establish a branch at 5617 114th St. in Lubbock.

The TDB reports that it has approved an application by Freedom Bank, based in Alamo, to establish a branch at 800 E. Tom Landry St. in Mission.

The TDB reports that it has approved an application by Powell State Bank, based in Powell, to establish a branch at 229 Dowlen Rd., Ste. C., in Beaumont.

Mergers and Acquisitions

The OCC reports that it has approved an application by City National Bank of Colorado City, based in Colorado City, to acquire Citizens Bank NA, based in Abilene.

The TDB reports that Industry State Bank, based in Industry; Fayetteville Bank, based in Fayetteville; and Citizens State Bank, based in Buffalo, have completed their merger into Cadence Bank, based in Tupelo, Mississippi.

Branches

The OCC reports that VeraBank, based in Henderson, has established a branch at 3000 Barron Rd. in College Station.

The OCC reports that it has approved applications by PNC Bank, based in Wilmington, Delaware, to establish the following branches: 4402 Little Rd. in Arlington, 4600 State Hwy. 121, Ste. 100, in Lewisville and 12645 Eldorado Pkwy. in Frisco.

The TDB reports that it has approved an application by Texas Financial Bank, based in Eden, to establish a branch at 711 Scurry St. in Big Spring.

The TDB reports that Pilgrim Bank, based in Pittsburg, has applied to establish a branch at 2072 Three Lakes Pkwy., Ste. 300 and 400, in Tyler.

The TDB reports that Frost Bank, based in San Antonio, has applied to establish the following branches: 13341 W. US 290, Ste. 1201, in Austin and 1408 RM 620 S. in Lakeway.

The TDB reports that Rio Bank, based in McAllen, has applied to establish a branch at 19223 Stone Oak Pkwy. in San Antonio.

The TDB reports that Liberty Capital Bank, based in Addison, has applied to acquire Texas Heritage Bank, based in Boerne.

The TDB reports that TexasBank, based in Brownwood, has established a branch at 1415 S. FM 51 in Decatur.

The TDB reports that Citizens State Bank, based in Woodville, has established a branch at 2009 S. Capital of Texas Hwy., Ste. 100, in Austin.

The TDB reports that Texas Financial Bank, based in Eden, has applied to establish a branch at 711 Scurry St. in Big Spring.

The TDB reports that Texas Traditions Bank, based in Katy, has applied to establish a branch at 455 E. Medical Center Blvd., Ste. 175, in Webster.

The OCC reports that it has approved an application by Texana Bank NA, based in Linden, to establish a branch at 1680 Keller Pkwy. in Keller.

The TDB reports that North Dallas Bank & Trust Co., based in Dallas, has applied to establish a branch at 4961 Fields Pkwy. in Frisco.

The TDB reports that it has approved an application by Benchmark Bank, based in Plano, to establish a branch at 5020 Collinwood Ave., Ste. 100, in Fort Worth.

The TDB reports that it has approved an application by Bank of South Texas, based in McAllen, to establish a branch at 7075 N. Expwy. 77, Ste. 4, in Olmito.

The TDB reports that it has approved an application by Citizens State Bank, based in Woodville, to establish a branch at 2009 S. Capital of Texas Hwy., Ste. 100, in Austin.

The TDB reports that it has approved an application by Wallis Bank, based in Wallis, to establish a branch at 1930 N. Loop 1604 E in San Antonio.

The OCC reports that JPMorgan Chase Bank NA, based in Columbus, Ohio, has established a branch at 4900 Gattis School Rd. in Hutto.

The OCC reports that Austin Bank, based in Jacksonville, has applied to establish a branch at 9375 F.M. 1097 Rd W, Ste. 400, in Willis.

The OCC reports that First National Bank Texas, based in Killeen, has applied to establish a branch at 1001 E. 41st St. in Austin.

The TDB reports that CapTex Bank, based in Fort Worth, has merged with and into Community National Bank and Trust of Texas, based in Corsicana.

The OCC reports that The First National Bank of Eldorado, based in Eldorado, has acquired a branch of Western Bank, based in Lubbock. The branch is located at 100 S. Main St. in Loraine.

The OCC reports that American National Bank & Trust, based in Wichita Falls, has established a branch at 203 W. Walnut St., Ste. 101, in Decatur.

The OCC reports that VeraBank NA, based in Henderson, has established a branch at 2690 Becker Dr. in Brenham.
