Here are the latest regulatory agency transactions regarding Texas bank applications—including new charters, mergers and acquisitions, and the establishment and relocation of bank branches—as filed with the Office of the Comptroller of the Currency (OCC), Texas Department of Banking (TDB), Federal Reserve Bank of Dallas (FRBD) and the Federal Insurance Deposit Corp. (FDIC).

November 30–December 6, 2025

Regional Offices

The TDB reports that The Bank of Nova Scotia, based in Toronto, Ontario, Canada, has established a U.S. regional hub at 2601 Victory Ave. in Dallas.

Conversions

The TDB reports that First-Lockhart National Bank, based in Lockhart, has completed its conversion to a Texas state-chartered bank under the name First Lockhart Bank.

Branches

The OCC reports that The American National Bank of Texas, based in Terrell, has established a branch at 482 Laurence Dr. in Heath.

The TDB reports that Freedom Bank, based in Alamo, has established a branch at 800 E. Tom Landry St. in Mission.

The TDB reports that it has approved an application by Texas Regional Bank, based Harlingen, to establish a branch at 13101 W. SH 29 in Liberty Hill.

The TDB reports that Frost Bank, based in San Antonio, has applied to establish a branch at 202 E. Irving Blvd. in Irving.

Mergers and Acquisitions

The TDB reports that it has approved an application by Prosperity Bank, based in El Campo, to acquire Texas Partners Bank, based in San Antonio.

Branches

The TDB reports that it has approved applications by NBT Financial Bank, based in Fort Worth, to establish the following locations: 803 E. Northwest Hwy. in Grapevine and 6116 Camp Bowie Blvd. in Fort Worth.

November 16–22, 2025

Mergers and Acquisitions

The TDB reports that Third Coast Bank, based in Humble, has applied to acquire Keystone Bank SSB, based in Bee Cave.

Home Offices

The TDB reports that TexasBank, based in Brownwood, has applied to relocate its home office from 400 Fisk Ave. in Brownwood to an existing branch at 4521 S. Hulen St. in Fort Worth, maintaining the previous home office as a branch.

Branches

The OCC reports that JPMorgan Chase Bank NA, based in Columbus, Ohio, has established a branch at 1515 N. Cockrell Hill Rd., Ste. 101, in Dallas. The agency also reports that it has approved an application by JPMorgan Chase Bank to establish a branch at the southeast corner of U.S. 75 and Rosamond Pkwy. (E. County Rd. 370) in Anna. In addition, the bank has applied to establish a branch at the southwest corner of Richmond Ave. and Sage Rd. in Houston.

The OCC reports that First National Bank Texas, based in Killeen, has established a branch at 135 NE Loop 564 in Mineola. The agency also reports that it has approved an application by First National Bank Texas to establish a branch at 2407 W. Airport Fwy. in Irving.

The OCC reports that The First National Bank of Bastrop, based in Bastrop, has established a branch at 102 Private Rd. 711 in Lott.

The OCC reports that it has approved an application by PNC Bank NA, based in Wilmington, Delaware, to establish a branch at 12312 Interstate 45 N, Ste. 100, in Willis. The agency also reports that PNC Bank has relocated the following branches: from 301 This Way St. in Lake Jackson to 300 Hwy. 332 W, Ste. A, in Lake Jackson; and from 15900 La Cantera Pkwy., Ste. 3445, in San Antonio to 5518 N. Loop 1604 W, Ste. 105, in San Antonio.

The OCC reports that it has approved an application by Agility Bank NA, based in Houston, to establish a branch at 711 W. Bay Area Blvd., Ste. 320, in Webster.

The OCC reports that it has approved an application by Wells Fargo Bank NA, based in Sioux Falls, South Dakota, to relocate a branch fro 235 W. 20th St. in Houston to 2521 N. Shepherd Dr. in Houston.

The OCC reports that Legend Bank NA, based in Bowie, has relocated a branch from 2228 N. Center St. in Bonham to 502 N. Center St. in Bonham.

The TDB reports that Frost Bank, based in San Antonio, has established a branch at 3150 Broadway Blvd. in Garland.

November 9–15, 2025

Conversions

The OCC reports that United Texas Bank, based in Dallas, has applied to convert from a state-chartered bank to a national association under the name United Texas Bank NA.

Branches

The OCC reports that PNC Bank NA, based in Wilmington, Delaware, has established a branch at 4600 State Hwy. 21, Ste. 100, in Lewisville.

The OCC reports that Wells Fargo Bank NA, based in Sioux Falls, South Dakota, has applied to establish a branch at 28707 Ronald W. Reagan Blvd. in Georgetown.

The OCC reports that JPMorgan Chase Bank NA, based in Columbus, Ohio, has applied to establish the following branches: the southeast corner of Interstate 10 and Texas Heritage Pkwy. (aka Pederson Rd.) in Katy and at the northeast corner of 4th St. and Milwaukee Ave. in Lubbock.

The OCC reports that Legend Bank NA, based in Bowie, has relocated a branch from 2228 N. Center St. in Bonham to 502 N. Center St. in Bonham.

The TDB reports that Texas Financial Bank, based in Eden, has established a branch at 711 Scurry St. in Big Spring.

The TDB reports that Frost Bank, based in San Antonio, has established a branch at 13341 W. US 290, Ste. 1201, in Austin. The agency also reports that it has approved an application by Frost Bank to establish a branch at 11680A Research Blvd. in Austin.

The TDB reports that Texas Regional Bank, based in Harlingen, has applied to establish a branch at 13101 W. SH 29 in Liberty Hill.

The TDB reports that it has approved an application by BBVA Mexico SA, Institucion de Banca Multiple, Grupo Financiero BBVA Mexico, based in Mexico City, Mexico, to relocate a branch from 5075 Westheimer Rd., Ste. 1260, in Houston to 1980 Post Oak Blvd., Ste. 1000C, in Houston.

The OCC and TDB report that Texas National Bank, based in Mercedes, has completed its acquisition of Citizens State Bank, based in Roma.

The OCC reports that it has approved an application by T Bank NA, based in Dallas, to establish a branch at 600 Travis St., Ste. 5900, in Houston.

The OCC reports that JPMorgan Chase Bank NA, based in Columbus, Ohio, has applied to establish a branch at the northeast corner of Coulter St. S and Texas Loop 335 (Hollywood Rd.) in Amarillo.

The TDB reports that Frost Bank, based in San Antonio, has established a branch at 1408 RM 620 S. in Lakeway. The agency also reports that it has approved an application by Frost Bank to establish a branch at 525 Main St. in Kerrville.

The TDB reports that West Texas State Bank, based in Snyder, has established a branch at 3004 Slide Rd. in Lubbock.

The TDB reports that First Bank and Trust of Memphis, based in Memphis, Texas, has established a branch at 7450 Campus Dr., Ste. 210, in Colorado Springs.

The TDB reports that Comerica Bank, based in Dallas, has applied to merge with Fifth Third Bank NA, based in Cincinnati, Ohio.

Name Changes

The TDB reports that Ennis State Bank, based in Ennis, has changed its name to Trinity Capital Bank of Texas.

Branches

The OCC reports that it has approved an application by The Karnes County National Bank of Karnes City, based in Karnes City, to establish a branch at 2009 Hunter Rd. in New Braunfels.

The OCC reports that First National Bank Texas, based in Killeen, has established a branch at 2401 S. Canal St. in Carlsbad, New Mexico.

The OCC reports that it has approved an application by JPMorgan Chase Bank NA, based in Columbus, Ohio, to establish a branch at the southwest corner of N. Loop 1604 W and Babcock Rd. in San Antonio.
