TRB Capital Markets Announces Key Leadership Appointments in Municipal Capital Markets

February 12, 2025

Bryan McCoyTRB Capital Markets LLC, dba Estrada Hinojosa, a subsidiary of Harlingen-based Texas Regional Bank, has expanded its municipal sales and trading team with the hires of Bryan McCoy and Rena Connor. Last August, Texas Regional Bank acquired Estrada Hinojosa & Co. Inc., an investment banking group specializing in municipal advisory services, bond underwriting and trading.

TRB Capital Markets is led by Devin Phillips, formerly with Citi and UBS, who serves as head of municipal underwriting, and Barbara Smallwood, formerly of Citi, who serves as senior managing director.

McCoy will serve as co-head of the department alongside Phillips. With more than three decades of expertise in municipal bond sales, trading, and underwriting, he joins TRB Capital Markets from Mesirow Financial, for which he led the municipal bond department and served on the capital markets board. His expertise in risk management and financial strategy has established him as a leading figure in the municipal finance industry.

Rena ConnorWith a career spanning more than 20 years in fixed-income institutional sales, Connor will serve as an institutional sales manager. She most recently was managing director at Hilltop Securities

The appointments of McCoy and Connor come on the heels of Texas Regional Bank’s acquisition of Estrada Hinojosa. The acquisition expanded the bank’s reach—with offices in Dallas, Houston, San Antonio, Austin, Edinburg, Miami, Chicago, Denver and New York—while adding a team of 52 professionals to the organization.

Established in 2010, Texas Regional Bank operates more than 30 banking centers across the Rio Grande Valley, Central Texas, Houston and the Dallas/Fort Worth metroplex.
