Harlingen-based Texas Regional Bank has announced four strategic hires to strengthen its trust and wealth management division. The team will operate from the bank’s Houston region.
Joshua Flores has joined Texas Regional Bank as chief fiduciary officer. With a decade of experience in trust and estate litigation, he brings a wealth of expertise in fiduciary matters, including will contests, trust administration and guardianship proceedings. Prior to joining Texas Regional Bank, Flores was a partner at Jackson Walker LLP, focusing on fiduciary litigation. This included matters involving trustees and executors and the prosecution and defense of fiduciary claims. Flores earned his undergraduate degree from Texas A&M University and his law degree from South Texas College of Law in Houston.
Trey Willerson assumes the role of chief investment officer. With more than 25 years of experience managing portfolios for ultra-high-net-worth individuals, trusts and family offices, he will drive optimal investment decisions across the bank’s client base. Before joining Texas Regional Bank, Willerson served as senior vice president/senior portfolio manager at Northern Trust. His career also includes experience at top investment firms in Houston, focusing on fundamental research analysis within multiple sectors. Willerson received his undergraduate degree from Southern Methodist University and his MBA degree from the McCombs School of Business at the University of Texas. He is a chartered financial analyst.
Brian Cafferky steps into the position of chief operating officer. He brings more than two decades of leadership experience in financial services operations. He will play a pivotal role in accelerating growth and executing strategic plans for the bank’s trust and wealth management division, leveraging his expertise in digital solutions and team leadership. In his recent role at Cantor Fitzgerald Ireland, Cafferky oversaw critical operational functions, including securities, fixed income and asset management, reporting to the CEO and global COO in New York. Before his time at Cantor Fitzgerald Ireland, Cafferky served as the chief operating officer for the North America business of Lloyds Banking Group. He attended the Letterkenny Institute of Technology in Ireland.
Peyton Stamper has joined the bank as client advisor for the trust and wealth management division. He will work as a key member of a comprehensive wealth management team with a specific focus on customized financial analysis and advice for institutions, individuals and families. Before joining Texas Regional Bank, Stamper was a tax manager with Crowe in Houston. He is a licensed CPA and brings eight years of public accounting experience to his new role. Stamper received his undergraduate degree from the University of Texas–San Antonio.

Texas Regional Bank expanded its presence in the Houston market with the opening of its first branch in the Memorial City area in 2021. The trust and wealth management team in Houston has acquired and remodeled adjacent space in Memorial City. Going forward, the Houston trust and wealth management team will focus on growth everywhere that the bank operates.
