PlainsCapital Bank Expands Harlingen Banking Team with Hervey and Allex

February 16, 2022

Dallas-based PlainsCapital Bank recently announced that Charles Hervey and Scott Allex have joined its Harlingen banking group at 1010 S. Expressway 83. Hervey will serve as senior vice president/commercial loan officer and Allex will serve as vice president/business development officer.

“[Hervey and Allex] bring considerable experience and know what’s important to South Texas residents and business owners,” says Robert Norman, Rio Grande Valley region chairman. “The value we believe they add to our team will further enhance our ability to provide retail and commercial banking solutions locally and across the Lone Star State.”

Hervey has more than 25 years of banking experience, including 23 years in commercial lending. He joins PlainsCapital Bank from Rio Bank where he served as senior vice president and Harlingen area president. He is currently a board member for the San Benito Industrial Foundation, Texas State Technical College Foundation and East Rio Hondo Water Supply Corp. He previously served as a board member for the Harlingen Industrial Foundation, Harlingen Downtown Development Corp. and San Benito Chamber of Commerce.

Allex brings 26 years of financial services experience, with more than 19 years of serving as a financial advisor. He has worked at multiple wealth management firms, including Ameriprise Financial, Level Four Wealth Management and Long Chilton LLP. Allex has served on the board of directors for the Harlingen Area Chamber of Commerce, Harlingen Economic Development Corp. and the Rotary Club of Harlingen.

Hervey and Allex each received a bachelor’s degree in economics from Texas A&M University–College Station.

“Expanding the Harlingen banking group marks an exciting time for PlainsCapital,” says Raul Villanueva, Lower Rio Grande Valley market president. “Charles and Scott will help the bank continue building and fostering solid relationships that have been key to serving our community well.”

Established in 1955, PlainsCapital Bank operates 58 Texas branches and employs approximately 1,100 associates.
