Governor Abbott Appoints Green to Finance Commission of Texas

Marty GreenOn June 27, Texas Governor Greg Abbott announced the appointment of Marty Green, principal at the law firm Polunsky Beitel Green (PBG), to the Finance Commission of Texas, the body that regulates the state’s consumer credit, banking and mortgage lending activity. Widely recognized as one of the nation’s foremost legal authorities on residential mortgage lending, Green joins an important group tasked with crafting policy and helping ensure that state depository and lending institutions function as a system. He will serve a six-year term.

Green has more than 30 years of experience in the legal, banking and financial services industries. Leading Polunsky Beitel Green’s Dallas office, he advises clients on navigating the complexities of the latest regulations governing residential lending. Earlier in his career, Green was executive vice president and general counsel for Dallas-based CTX Mortgage Co., then the country’s largest non-bank residential lender. He was also special counsel at Baker Botts, a leading international law firm.

Established in 1943, the Finance Commission of Texas consists of 11 members appointed by the governor of Texas. It is responsible for:

  • Overseeing and coordinating the Texas Department of Banking, Department of Savings and Mortgage Lending and Office of the Consumer Credit Commissioner;
  • Serving as the primary point of accountability for ensuring that state depository and lending institutions function as a system; and
  • Developing policy for and appointing commissioners to the Texas Department of Banking, Department of Savings and Mortgage Lending and Office of the Consumer Credit Commissioner.

With Green’s appointment, Polunsky Beitel Green becomes the only law firm ever to have two of its principals appointed to the Finance Commission of Texas. Polunsky served on the commission from 2003 through 2007. PBG is also the only firm ever to have had two of its professionals serve as commissioners of the Texas Department of Savings and Mortgage. Doug Foster, director of regulatory affairs, served from 1983 until 2014, and special counsel Caroline Jones served in the same capacity from 2014 until 2022.

Polunsky Beitel Green is Texas’ oldest law firm exclusively dedicated to providing residential mortgage originators with document preparation and review services, as well as legal, regulatory and compliance support. The firm’s principals—Allan Polunsky, Jay Beitel and Marty Green—have more than 100 years of combined experience in the specialized field of residential mortgage lending. Polunsky Beitel Green has offices in San Antonio, Dallas and Houston, with firm employees also embedded in clients’ offices throughout Texas and in more than 25 other states. Collectively, the firm serves residential mortgage lenders in all 50 states.
