Woodville-based Citizens State Bank has announced the addition of Brian Manning to the bank’s board of directors, and he joins Harold E. “Trey” Allison III, Citizens State Bank’s president–East Texas region, in being named to the board of the bank’s holding company, GrahamJB6.
Allison began his career with Citizens State Bank in 1996 as vice president, Woodville branch manager and retail loan officer. He was promoted to senior vice president, senior lending officer and senior officer of CSB Operations in 2000. He was promoted to executive vice president and chief operations officer in 2003, when he was simultaneously named a director of Citizens State Bank and president of CSB Banking Group. In 2011, Allison was promoted to president of Citizens State Bank while retaining the duties of chief operations officer and chief lending officer. In 2018, he was named president and CEO while retaining the duties of chief operations officer. He also served as vice president of Security Bancshares Inc., the previous holding company of Citizens State Bank. With the acquisition of Citizens State Bank by GramhamJB6 in 2021, Allison now serves as president–East Texas region. He is a graduate of Texas A&M University and the Graduate School of Banking at Louisiana State University.
Manning is the CEO of Houston-based mc2 civil inc. and has more than 31 years of experience in designing and constructing transit, highway and water infrastructure projects. He is a professional engineer whose background includes award-winning achievements in fieldwork, engineering design, operations, estimating and management. Manning was instrumental in growing Sterling Construction Co. Inc. from a small Houston-based, privately held company to a national, publicly traded company. His signature projects include the original downtown section of Houston METRO Light Rail and, most recently, the reconstruction of Bagby Street in front of Houston City Hall and the Hobby Center. Manning is responsible for developing and implementing strategies to drive mc2 civil inc. and Main Lane Industries to an industry-leadership position. His key responsibilities include strategic planning, new market development, new business development, investor relations, legislative representation, risk management and succession planning.
Manning received a BS degree in civil engineering from Texas Tech University. He is active in professional organizations, serving in local, state and national leadership positions at the American Society of Civil Engineers, Construction Institute and Houston Contractors Association. He was a technical advisor to the IMAX Dream Big: Engineering Our World film on careers in engineering and science. Manning has received many awards, including the Edmund Friedman Young Engineer of the Year Award in 2000, Texas Tech Civil Engineering Academy Award in 2008, American Society of Civil Engineers’ Outstanding Section Award—as president of the Texas chapter of the society—in 2010 and an Award of Honor from the American Society of Civil Engineers–Texas in 2013.
