Texas Governor Greg Abbott has announced the appointment of L. Frederick “Rick” Francis, executive chairman of El Paso-based WestStar Bank, to the board of directors of the Texas Economic Development Corp. (TxEDC). TxEDC partners with the Governor’s Office of Economic Development & Tourism to market Texas domestically and globally as the best state for business.
“[TxEDC’s] efforts will be instrumental in amplifying the success of [the group] in promoting Texas as a premier business destination, both domestically and internationally,” Abbott says. “As the Lone Star State remains a global beacon of economic vitality and job creation, I look forward to working with the new board of directors to help fuel continued economic expansion for our great state.”

Established in 1990, WestStar Bank services the El Paso, Las Cruces (New Mexico) and Northern Mexico area—collectively known as the Borderplex region.
