The Federal Reserve Bank of Dallas recently announced appointments and reappointments to its branch boards in San Antonio, Houston and El Paso. As board members, these individuals provide input on regional economic conditions as part of the Federal Reserve’s monetary policy functions. Each of these branch boards consists of seven members—four appointed by the Dallas Fed and three appointed by the Federal Reserve Board of Governors in Washington, D.C.
Gabriel “Gabe” Guerra, president and CEO of Kingsville-based Kleberg Bank, has been appointed to the Dallas Fed’s San Antonio branch board for a three-year term beginning January 1, 2022. He serves on the Dallas Fed’s Community Depository Institutions Advisory Council and the San Antonio branch’s Regional Bank Council. Prior to joining Kleberg Bank in 2007, Guerra served as regional vice president for Wells Fargo Bank, responsible for indirect lending for the 12-state Midwestern region. He spent the first five years of his career with Ford Motor Credit Co. in Austin and Dallas. Guerra has served as chairman of the Corpus Christi Regional Economic Development Corp., Corpus Christi Chamber of Commerce and United Way of the Coastal Bend, and as vice chairman of the Corpus Christi Business and Job Development.
The Dallas Fed has appointed Peter Rodriguez, dean of the Jesse H. Jones Graduate School of Business at Rice University in Houston, to its Houston branch board for a three-year term beginning January 1, 2022. He previously was a professor at the University of Virginia’s Darden School of Business, where he also served as senior associate dean for MBA programs and chief diversity officer. He has served as an associate in the Global Energy Group at JP Morgan Chase. Rodriguez taught short courses on global economics to the Canadian heads of ministries and as part of executive education teaching teams to the U.S. Army and U.S. Navy, as well as multinationals such as Rolls Royce, Harris Corp., Lockton and AES. He has developed video and audio courses on globalization and growth for The Great Courses and served on the faculty of Semester at Sea. Rodriguez earned an MA degree and Ph.D. in economics from Princeton University and a BS degree in economics from Texas A&M University. While at Princeton University, he studied under former Federal Reserve Chair Ben Bernanke.
William Serrata, president of El Paso County Community College, has been reappointed to the Dallas Fed’s El Paso branch board of directors. He joined the board in June 2018. Serrata has served as president of the El Paso County Community College District since 2012. He previously served as vice president for student affairs and enrollment management at South Texas College in McAllen. Serrata serves on the boards of Workforce Solutions Borderplex, Greater El Paso Chamber of Commerce and Collaborative for Academic Excellence. He is former chair of the Hospitals of Providence East Campus. He also is chair of the executive committee of the Texas Association of Community Colleges, serves as chair of the business advisory committee and is a member of the legislative committee. Serrata is past chair of the Directors of Excelencia in Education and serves on the advisory board of the Higher Education Research and Development Institute and the executive committee of the American Association of Community Colleges board. He holds a bachelor’s degree from Texas A&M University, master’s degree from the University of Texas–Brownsville and a Ph.D. from Texas A&M University.
