Compliance/CRA Officer | Alliance Bank | Sulphur Springs, Texas

April 10, 2024

Position Purpose

This position is responsible for interpreting regulations and laws affecting Alliance Bank and furnishing information, along with training as needed for any required changes. This position is also responsible for administering the bank’s Community Reinvestment Act (CRA) program so that the bank complies with the requirements of the act; reports on the CRA program to the board of directors and various regulatory agencies. Also, this position takes all actions necessary to ensure that the bank’s policies and procedures are in compliance with regulations and federal and state laws. This employee offers the customer the highest degree of service and promotes Alliance Bank’s products and services.

Skills, Knowledge, and Physical Requirements

  • Ability to read, write and speak the English language, bilingual helpful.
  • Ability to respond to customer requests with tact, diplomacy, and a sense of urgency.
  • High school diploma (or equivalency) and knowledge of specialized principles that would normally be obtained through a four (4) year academic program in related field such as finance and/or accounting, and a minimum of (3) years banking experience or a combination of education and experience providing equivalent knowledge.
  • Ability to present a professional demeanor at all times.
  • Ability to handle bank and customer transactions with a high level of confidentiality.
  • Ability to speak publicly and or teach CRA related items.
  • Knowledge of audit standards, objectives, and procedures.
  • Knowledge of federal and state regulations and Alliance Bank policies and procedures.
  • Knowledge of Alliance Bank’s products and services.
  • Schedules are prepared based on business need and subject to change at any time. This may include the need for evenings, weekends, or holiday coverage.
  • Ability and willingness to read and interpret banking laws and regulations.
  • Ability to operate basic office equipment i.e. PC; with job-related software.
  • Previous experience in supervisory management a plus.
  • Ability to handle bank and customer transactions with a high level of confidentiality.
  • Schedules are prepared based on business needs and are subject to change at any. This may include the need for evenings, weekends, or holiday coverage.
  • Office setting with moderately varied desk-oriented activity.
  • Repetitive movement of finger, wrist, and hand.
  • Ability to stand, bend, stoop, squat, and

Essential Functions and Basic Duties

  • Personify Alliance Bank’s mission statement of The best in all we do.
  • Actively sell and cross-sell bank services.
  • Provide prompt, courteous, and friendly service to all bank employees.
  • Promote Alliance Bank’s culture through all interactions modeling the Alliance Bank way of customer

As Compliance Officer, the following duties will be performed:

  • Read and interpret compliance regulations to ensure bank compliance.
  • Provide responses and assist in maintaining the Continuity Compliance Regulatory Software.
  • Ensure bank employee’s compliance with all bank policies, procedures and processes, and all applicable state and federal banking laws, rules, and regulations.
  • Effectively and proactively communicate with all bank employees on changing laws, regulations, or policies.
  • Provide guidance, advice, and/or training and educational programs, to improve business’ understanding of related laws and regulatory requirements to bank employees.
  • Respond to bank employee’s emails or phone calls providing guidance, interpretation, an opinion, and recommendations to regulatory and non-regulatory items.
  • Assist with external compliance audits, reviews, and exams, by organizing reviews/audits/exams, uploading requested items, responding to findings, and communicating with external auditors and examiners in a professional manner.
  • Review bank advertising and social media for compliance.
  • Review denied loan applications for compliance.
  • Review and update bank compliance procedures and compliance training guidelines.
  • Maintain internal controls and procedures for the compliance department.
  • Assess potential products and programs for regulatory compliance and compliance risk.

As Community Reinvestment Act (CRA) Officer, the following duties will be performed:

  • Creating and maintaining all CRA public notices and files in adherence to regulatory requirements.
  • Monitor the bank’s CRA performance and provide guidance on ways to improve performance.
  • Maintain and update no less than annually the written CRA plan, outlining new goals and reviewing performance of prior year.
  • Prepare on a semi-annual basis a report to the board assessing the bank’s current CRA performance.
  • Conduct or oversee all necessary training to ensure bank compliance with CRA policies and regulations.
  • Coordinate with federal and/or state regulatory agency examiners during CRA examinations by furnishing requested information.
  • Assist in developing sound loan programs, new products, and other financial services to ensure they are designed to enable the bank’s community neighbors meet their housing needs, purchase businesses, and build financial security.
  • Assist with coordinating related CRA events and teach financial literacy to the public when needed.
  • Work with the marketing department and the business development Officer to provide financial literacy to communities served by Alliance Bank.
  • Compliance Officer Certification and continued CRA training must be maintained.
  • Attend meetings as requested.
  • Employee may be issued bank-owned devices (such as cell phones, tablets, and/or laptops). In such cases, employee is expected to regularly check and respond to phone calls, text messages, and/or emails.
  • Participate in community affairs to increase Alliance Bank’s visibility and to enhance new business opportunities.
  • Keep updated on all Alliance Bank policies and procedures pertaining to this position.
  • Attendance and punctuality are a must.
