On February 24, El Paso-based WestStar Bank announced the appointment of John Morales as executive vice president of information technology and chief information officer. He brings decades of federal senior executive leadership experience overseeing complex, mission-critical organizations and large multidisciplinary teams.
Most recently, Morales served as a Federal Bureau of Investigation special agent in charge, providing executive leadership over regional operations, strategic planning, workforce management and interagency coordination in one of the nation’s most complex operational environments. In addition to his most recent service, Morales has held multiple executive leadership positions at the federal level, including roles within the federal Senior Executive Service, responsible for leading large-scale organizations, managing significant budgets and driving enterprise-wide modernization initiatives.

Morales holds multiple Bachelor of Science and MBA degrees. His academic and professional background reflects a combination of scientific rigor, financial expertise and executive leadership experience.
