Regulatory Actions

Here are the latest regulatory agency transactions regarding Texas bank applications—including new charters, mergers and acquisitions, and the establishment and relocation of bank branches—as filed with the Office of the Comptroller of the Currency (OCC), Texas Department of Banking (TDB), Federal Reserve Bank of Dallas (FRBD) and the Federal Insurance Deposit Corp. (FDIC).

October 5–11, 2025

Name Changes

The TDB reports that it has approved an application by Ennis State Bank, based in Ennis, to change its name to Trinity Capital Bank of Texas.

Branches

The OCC reports that JPMorgan Chase Bank NA, based in Columbus, Ohio, has established a branch at 229 E. Bonds Ranch Rd. in Fort Worth. The agency also reports that it has approved an application by JPMorgan Chase Bank to establish a branch at the northeast corner of Creekside Crossing and Sophie Lane in New Braunfels. The bank has also applied with the OCC to establish a branch at the southwest corner of N. Loop 1604 W and Babcock Rd. in San Antonio.

The OCC reports that American First National Bank, based in Houston, has relocated a branch from 240 Legacy Dr., Ste. 112, in Plano to 1908 K Ave. in Plano.

The OCC reports that it has approved an application by Zions Bancorporation NA, based in Salt Lake City, Utah, to relocate a branch from 3400 Ave. H in Rosenberg to 25670 Southwest Fwy. in Rosenberg.

The TDB reports that it has approved an application by Frost Bank, based in San Antonio, to establish a branch at 3150 Broadway Blvd. in Garland.

The TDB reports that Maverick Bank, based in Fort Davis, has applied to relocate a branch from 4529 114th St. in Lubbock to 12705 Quaker Ave. in Lubbock.

September 28–October 4, 2025

Mergers and Acquisitions

The OCC reports that it has approved an application by Texas National Bank, based in Mercedes, to acquire Citizens State Bank, based in Roma.

The TDB reports that Liberty Capital Bank, based in Addison, has completed its acquisition of Texas Heritage Bank, based in Boerne.

The TDB reports that it has approved an application by Maverick Bank, based in Fort Davis, to merge with Tejas Bank, based in Monahans.

The TDB reports that it has approved an application by Citizens State Bank, based in Roma, to merge with Texas National Bank, based in Mercedes.

Conversions

The TDB reports that Cendera Bank, based in Bells, has converted from a national association to a Texas state-chartered bank.

Branches

The OCC reports that JPMorgan Chase Bank NA, based in Columbus, Ohio, has established a branch at 685 W. Illinois Ave. in Dallas.

The OCC reports that PNC Bank NA, based in Wilmington, Delaware, has established a branch at 4402 Little Rd. in Arlington.

The OCC reports that T Bank NA, based in Dallas, has applied to establish a branch at 600 Travis St., Ste. 5900, in Houston.

The TDB reports that The First State Bank, based in Louise, has established a branch at 803 N. Ave. E in Shiner.

The TDB reports that it has approved an application by Austin County State Bank, based in Bellville, to establish a branch at 16215 Fordtran/Hwy. 159 in Industry.

The TDB reports that Frost Bank, based in San Antonio, has applied to establish a branch at 3150 Broadway Blvd. in Garland.

The TDB reports that First State Bank, based in Gainesville, has relocated a branch from 520 E. Ash St. in Celina to 433 S. Preston Rd. in Celina.

September 21–27, 2025

Conversions

The TDB reports that it has approved an applicatioin by Cendera Bank NA, based in Bells, to convert to a Texas state-chartered bank under the name Cendera Bank.

Name Changes

The OCC reports that it has approved applications by PNC Bank NA, based in Wilmington, Delaware, to establish the following branches: 165 E Quail Run Rd., Ste. 100, in Rockwall, 8751 W. University Dr., Ste. 100, in McKinney and 1002 Westheimer Rd. in Houston.

The OCC reports that it has approved an application by Lone Star National Bank, based in Pharr, to establish a branch at 918 W. Harrison Rd. in Harlingen.

The OCC reports that it has approved an application by Central National Bank, based in Waco, to establish a branch at 3801 N. Capital of Texas Hwy., Ste. B-100, in Austin.

The OCC reports that The Karnes County National Bank of Karnes City, based in Karnes City, has applied to establish a branch at 2009 Hunter Rd. in New Braunfels.

The TDB reports that One World Bank, based in Dallas, has established a branch at 1520 W. Sam Houston Pkwy. S in Houston.

The TDB reports that it has approved an application by Harmony Bank, based in Dallas, to establish a branch at 2021 S. 14th St., Ste. 400, in Midlothian.

The TDB reports that it has approved an application by TexasBank, based in Brownwood, to establish a branch at 300 W. Seventh St., Ste. 100, in Fort Worth.

The TDB reports that Austin County State Bank, based in Bellville, has applied to establish a branch at 16215 Fordtran/Hwy. 159 in Industry.

The TDB reports that Freedom Bank, based in Alamo, has applied to establish a branch at 100 S. Expwy. 83 in McAllen.

The OCC reports that it has approved an application by First National Bank Texas, based in Killeen, to establish a branch at 2121 FM 2920 in Spring.

The OCC reports that it has approved applications by PNC Bank NA, based in Wilmington, Delaware, to establish the following branches: 3230 W. Camp Wisdom Rd. in Dallas, 12160 East Fwy. in Houston, 3605 Preston Rd. in Celina and 765 Fish Creek Thoroughfare, Ste. 250, in Montgomery. The agency has also approved applications by PNC Bank to relocate the following branches: from 301 This Way St. in Lake Jackson to 300 Hwy. 332 W, Ste. A, in Lake Jackson and from 15900 La Cantera Pkwy., Ste. 3445, in San Antonio to 5518 N. Loop 1604 W, Ste. 105, in San Antonio.

The OCC reports that it has approved an application by JPMorgan Chase Bank NA, based in Columbus, Ohio, to establish a branch at the northwest corner of Fort Worth Hwy. (US 180) and N. Oakridge Dr. in Hudson Oaks.

The TDB reports that American Bank of Commerce, based in Wolfforth, has established a branch at 11008 Slide Rd. in Lubbock.

The OCC reports that Community National Bank, based in Midland, has applied to establish a branch at 7904 Milwaukee Ave. in Lubbock.

The OCC reports that JPMorgan Chase Bank NA, based in Columbus, Ohio, has applied to establish a branch at the northeast corner of Creekside Crossing and Sophie Lane in New Braunfels.

The TDB reports that Frost Bank, based San Antonio, has applied to establish a branch at 3150 Broadway Blvd. in Garland.
