Regulatory Actions

Here are the latest regulatory agency transactions regarding Texas bank applications—including new charters, mergers and acquisitions, and the establishment and relocation of bank branches—as filed with the Office of the Comptroller of the Currency (OCC), Texas Department of Banking (TDB), Federal Reserve Bank of Dallas (FRBD) and the Federal Insurance Deposit Corp. (FDIC).

April 6–12, 2025

Mergers and Acquisitions

The OCC reports that it has approved an application by The First National Bank of Eldorado, based in Eldorado, to acquire a branch of Western Bank, based in Lubbock. The branch is located at 100 S. Main St. in Loraine.

Branches

The TDB reports that First State Bank, based in Gainesville, has applied to relocate a branch from 2642 N. Loy Lake Rd. in Sherman to 2315 N. Hwy. 75 in Sherman.

The OCC reports that Wells Fargo Bank NA, based in Sioux Falls, South Dakota, has established a branch at 12400 W. U.S. Hwy. 290 in Austin.

Mergers and Acquisitions

The TDB reports that Farmers and Merchants Bank, based in De Leon, has completed its merger with Farmers State Bank of Newcastle, based in Newcastle.

Branches

The OCC reports that PNC Bank NA, based in Wilmington, Delaware, has established a branch at 8031 Walnut Hill Ln. in Dallas. The agency also reports that PNC Bank has applied to establish a branch at 1134 S. FM 741 in Forney.

The OCC reports that UMB Bank NA, based in Kansas City, has established a branch at 5950 Berkshire Ln., Ste. 1600, in Dallas.

The OCC reports that it has approved an application by Texas National Bank, based in Mercedes, to establish a branch at 1905 W. Expy. 83 in Peñitas.

The OCC reports that JPMorgan Chase Bank NA, based in Columbus, Ohio, has applied to establish a branch at the northwest corner of 114th St. (FM 7300) and Quaker Ave. (FM 2330) in Lubbock.

The TDB reports that Texas Regional Bank, based in Harlingen, has applied to establish a branch at 332 W. Jefferson Blvd. in Dallas.

March 23–29, 2025

Charters

The TDB reports that it has approved an application by Houston Bank & Trust to establish a bank charter with headquarters currently located at 5333 Westheimer Rd. in Houston.

Mergers and Acquisitions

The OCC reports that it has approved an application by Community National Bank & Trust of Texas, based in Corsicana, to acquire Captex Bank, based in Fort Worth.

Name Changes

The TDB reports that Beal Bank, based in Plano, has changed its name to XD Bank.

Branches

The OCC reports that JPMorgan Chase Bank NA, based in Columbus, Ohio, has established a branch at 1904 N. Hwy. 77 in Waxahachie.

The OCC reports that it has approved an application by Zions Bancorporation NA, based in Salt Lake City, Utah, to establish a branch at 300 Convent St. in San Antonio.

The OCC reports that it has approved an application by First National Bank Texas, based in Killeen, to establish a branch at 10241 North Fwy. in Houston.

The OCC reports that Lone Star Capital Bank NA, based in San Antonio, has applied to establish a branch at 610 W. Main St. in Fredericksburg.

The OCC reports that Cendera Bank NA, based in Bells, has applied to relocate a branch from 110 N. College Ave., Ste. 402, in Tyler to 4100 S. Broadway Ave. in Tyler.

The TDB reports that North Dallas Bank & Trust Co., based in Dallas, has applied to establish a branch at 4961 Fields Pkwy. in Frisco.

The TDB reports that Texas Bank, based in Henderson, has applied to establish a branch at 8596 Old Jacksonville Hwy. in Tyler.

March 16–22, 2025

The OCC reports that JPMorgan Chase Bank NA, based in Columbus, Ohio, has applied to establish the following branches: at the northeast corner of Ronald W. Reagan Blvd. and RR2338 in Georgetown and at the northwest corner of Adler Dr. and N. Cockrell Hill Rd. in Dallas.

The TDB reports that it has approved an application by Southside Bank, based in Tyler, to establish a branch at 1839 S. SW Loop 323 in Tyler.

March 9–15, 2025

The TDB reports that Rio Bank, based in McAllen, has applied to acquire Lone Star Capital Bank NA, based in San Antonio.

Home Offices

The TDB reports that Victory Bank, based in Lubbock, has applied to relocate its home offices from 4710 4th St. in Lubbock to 4401 Marsha Sharp Fwy. in Lubbock.

Branches

The TDB reports that it has approved an application by TexasBank, based in Brownwood, to establish a branch at 2201 Midtown Ln. in Fort Worth.

The TDB reports that it has approved an application by Texas Regional Bank, based in Harlingen, to establish a branch at 15147 Preston Rd. in Frisco.
