Here are the latest regulatory agency transactions regarding Texas bank applications—including new charters, mergers and acquisitions, and the establishment and relocation of bank branches—as filed with the Office of the Comptroller of the Currency (OCC), Texas Department of Banking (TDB), Federal Reserve Bank of Dallas (FRBD) and the Federal Insurance Deposit Corp. (FDIC).

October 22–28, 2023

Branches

The OCC reports that it has approved applications by First National Bank Texas, based in Killeen, to establish the following branches: 1015 Hwy. 80 in San Marcos, 4107 Fry Rd. in Katy and 5010 N. 95th Ave. in Glendale, Arizona.

The OCC reports that JPMorgan Chase Bank NA, based in Columbus, Ohio, has applied to establish a branch at the northwest corner of State Hwy. 31 W and Saratoga St. in Corsicana.

The OCC reports that Investar Bank NA, based in Baton Rouge, Louisiana, has applied to relocate a branch from 24 E. Greenway Plaza in Houston to 20 Greenway Plaza, Ste. 120, in Houston.

The TDB reports that it has approved an application by Security Bank of Texas, based in Crawford, to establish a branch at 3600 N. Capital of Texas Hwy. in Austin.

The TDB reports that Frost Bank, based in San Antonio, has applied to establish the following branches: 8915 N. Sam Houston Pkwy. W in Houston and 4720 Williams Dr., Ste. 100, in Georgetown.

Name Changes

The TDB reports that Security State Bank, based in Winters, has changed its name to Victory Bank.

Home Offices

The TDB reports that Victory Bank has relocated its home office from 700 S. Main St. in Winters to an existing branch office at 4710 4th St. in Lubbock and will maintain the office at 700 S. Main St. in Winters as a branch.

Branches

The OCC reports that it has approved applications by Home Bank NA, based in Lafayette, Louisiana, to establish the following branches: 19415 Gulf Fwy. in Webster and 5940 Fairmont Pkwy. in Pasadena.

The OCC reports that it has approved an application by First National Bank Texas, based in Killeen, to establish a branch at 8301 Rogers Ave. in Fort Smith, Arkansas.

The OCC reports that it has approved an application by Citizens National Bank, based in Cameron, to establish a branch at 1711 Central Texas Expwy., Ste 105, in Killeen.

The OCC reports that The First National Bank of Hughes Springs, based in Hughes Springs, has applied to establish a branch at 100 E. Houston in Marshall.

The TDB reports that WestStar Bank, based in El Paso, has established a branch at 12300 Eastlake Blvd. in El Paso.

The TDB reports that it has approved an application by Independent Bank, based in McKinney, to establish a branch at 2722 W. Bitters Rd., Ste. 126/128, in San Antonio.

The TDB reports that TexasBank, based in Brownwood, has established a branch at 139 College Park Dr. in Weatherford.

The TDB reports that it has approved an application by Freedom Bank, based in Alamo, to establish a branch at 4120 N. I-69C in Edinburg.

The TDB reports that Frost Bank, based in San Antonio, has applied to establish a branch at 494 Hwy. 71 W in Bastrop.

The TDB reports that First Financial Bank, based in Abilene, has applied to convert from a national association to a state-chartered bank.

The OCC reports that Texas National Bank, based in Mercedes, has applied to establish a branch at 4000 S. Business Hwy. 281 in Edinburg.

The TDB reports that Wallis Bank, based in Wallis, has established a branch at 1970 Satellite Blvd. in Lawrenceville, Georgia.

The TDB reports that Texas Security Bank, based in Dallas, has established a branch at 5151 Belt Line Rd. in Dallas.

The TDB reports that it has approved an application by Texas Partners Bank, based in San Antonio, to establish a branch at 1922 State Hwy. 46 W in New Braunfels.

The TDB reports that Freedom Bank, based in Alamo, has applied to establish a branch at 4120 N. I-69C in Edinburg.

The TDB reports that it has approved applications by Frost Bank, based in San Antonio, to establish the following branches: 1912 Parker Rd. in Carrollton, 860 S. Preston Rd. in Prosper and 708 W. Rosedale St. in Fort Worth. The agency also reports that Frost Bank has applied to establish a branch at 8915 N. Sam Houston Pkwy. W in Houston.

The TDB reports that it has approved an application by Harmony Bank, based in Dallas, to establish a branch at 5000 Maple Ave. in Dallas.

The TDB reports that American Bank of Commerce, based in Wolfforth, has applied to establish a branch at 11401 Slide Rd. in Lubbock.

The TDB reports that Wallis Bank, based in Wallis, has relocated a branch from 2425 W. Loop South in Houston to 1535 W. Loop South in Houston.
