Regulatory Actions

Here are the latest regulatory agency transactions regarding Texas bank applications—including new charters, mergers and acquisitions, and the establishment and relocation of bank branches—as filed with the Office of the Comptroller of the Currency (OCC), Texas Department of Banking (TDB), Federal Reserve Board of Dallas (FRBD) and the Federal Insurance Deposit Corp. (FDIC):

September 28–October 4, 2025

Mergers and Acquisitions

The OCC reports that it has approved an application by Texas National Bank, based in Mercedes, to acquire Citizens State Bank, based in Roma.

The TDB reports that Liberty Capital Bank, based in Addison, has completed its acquisition of Texas Heritage Bank, based in Boerne.

The TDB reports that it has approved an application by Maverick Bank, based in Fort Davis, to merge with Tejas Bank, based in Monahans.

The TDB reports that it has approved an application by Citizens State Bank, based in Roma, to merge with Texas National Bank, based in Mercedes.

Conversions

The TDB reports that Cendera Bank, based in Bells, has converted from a national association to a Texas state-chartered bank.

Branches

The OCC reports that JPMorgan Chase Bank NA, based in Columbus, Ohio, has established a branch at 685 W. Illinois Ave. in Dallas.

The OCC reports that PNC Bank NA, based in Wilmington, Delaware, has established a branch at 4402 Little Rd. in Arlington.

The OCC reports that T Bank NA, based in Dallas, has applied to establish a branch at 600 Travis St., Ste. 5900, in Houston.

The TDB reports that The First State Bank, based in Louise, has established a branch at 803 N. Ave. E in Shiner.

The TDB reports that it has approved an application by Austin County State Bank, based in Bellville, to establish a branch at 16215 Fordtran/Hwy. 159 in Industry.

The TDB reports that Frost Bank, based in San Antonio, has applied to establish a branch at 3150 Broadway Blvd. in Garland.

The TDB reports that First State Bank, based in Gainesville, has relocated a branch from 520 E. Ash St. in Celina to 433 S. Preston Rd. in Celina.
