The Independent Bankers Association of Texas (IBAT) has appointed Charles E. Potts to serve as president of DTX LLC, the association’s consortium for the development and deployment of digital asset technology for the good of community banks.
Potts brings more than two decades of leadership experience at the intersection of banking, technology, innovation and fintech partnerships. He previously served as executive vice president/head of growth and engagement for the American Fintech Council (AFC) and executive vice president/chief innovation officer for the Independent Community Bankers of America (ICBA). In his new role, Potts will lead DTX’s strategic vision, initiatives and industry partnerships, with a focus on delivering digital asset-based solutions that help Texas community banks remain competitive in a rapidly evolving financial services landscape.
“Charles is one of the most recognized and respected innovation leaders in community banking,” says Christopher L. Williston, IBAT’s president and CEO. “His deep relationships with community bankers, combined with his extensive experience fostering solutions and partnerships between fintechs and community banks, make him uniquely qualified to lead DTX through its pilot phase and beyond.”
Potts is joined at DTX by Anne Balcer of Community Bank Advisory Services, who serves as chief risk officer and legal counsel for the consortium. Balcer also serves as general counsel for IBAT.
“Community banks have always succeeded by embracing change while remaining grounded in the needs of their customers and communities,” Potts notes. “DTX gives them the opportunity not simply to respond to the future of financial services, but to help shape and lead it. I am honored to join this exceptional team and build on its work to deliver meaningful innovation that keeps community banks at the center of the future of payments and deposit ownership.”
Potts joins DTX following a period of significant momentum for the consortium, which recently completed the first round of pilot-phase funding with support from more than 30 community banks across multiple states. DTX also previously announced the selection of Rimark, Infinant and Privacy Lock as technology partners advancing the consortium’s collaborative, community bank-focused approach to tokenized deposits and digital banking infrastructure.
