Regulatory Actions

Here are the latest regulatory agency transactions regarding Texas bank applications—including new charters, mergers and acquisitions, and the establishment and relocation of bank branches—as filed with the Office of the Comptroller of the Currency (OCC), Texas Department of Banking (TDB), Federal Reserve Board of Dallas (FRBD) and the Federal Insurance Deposit Corp. (FDIC):

October 26–November 1, 2025

Mergers and Acquisitions

The TDB reports that it has approved an application by Prosperity Bank, based in El Campo, to acquire American Bank NA, based in Corpus Christi. The agency also reports that Prosperity Bank has applied to acquire Texas Partners Bank, based in San Antonio.

The TDB reports that Comerica Bank, based in Dallas, has applied to merge with Fifth Third Bank NA, based in Cincinnati, Ohio.

Name Changes

The TDB reports that Ennis State Bank, based in Ennis, has changed its name to Trinity Capital Bank of Texas.

Branches

The OCC reports that it has approved an application by The Karnes County National Bank of Karnes City, based in Karnes City, to establish a branch at 2009 Hunter Rd. in New Braunfels.

The OCC reports that First National Bank Texas, based in Killeen, has established a branch at 2401 S. Canal St. in Carlsbad, New Mexico.

The OCC reports that it has approved an application by JPMorgan Chase Bank NA, based in Columbus, Ohio, to establish a branch at the southwest corner of N. Loop 1604 W and Babcock Rd. in San Antonio.

The OCC reports that Security National Bank of Omaha, based in Omaha, Nebraska, has applied to establish a branch at 7001 Preston Rd., Ste. 100, in Dallas.

The TDB reports that it has approved an application by First Bank and Trust of Memphis, based in Memphis, Texas, to establish a branch at 7450 Campus Dr., Ste. 210, in Colorado Springs, Colorado.

The TDB reports that Frost Bank, based in San Antonio, has applied to establish a branch at 11680A Research Blvd. in Austin.
