Regulatory Actions

Here are the latest regulatory agency transactions regarding Texas bank applications—including new charters, mergers and acquisitions, and the establishment and relocation of bank branches—as filed with the Office of the Comptroller of the Currency (OCC), Texas Department of Banking (TDB), Federal Reserve Board of Dallas (FRBD) and the Federal Insurance Deposit Corp. (FDIC):

October 19–25, 2025

Mergers and Acquisitions

The OCC and the TDB report that The Huntington National Bank, based in Columbus, Ohio, has completed its acquisition of Veritex Community Bank, based in Dallas.

The TDB reports that Peoples Bank, based in Lubbock, has applied to merge with Cornerstone Capital Bank SSB, based in Houston.

Branches

The OCC reports that it has approved an application by Bank of America NA, based in Charlotte, North Carolina, to establish a branch at 2761 E. Interstate 20 in Hudson Oaks.

The OCC reports that it has approved an application by Community National Bank, based in Midland, to establish a branch at 7904 Milwaukee Ave. in Lubbock.

The OCC reports that it has approved an application by First National Bank Texas, based in Killeen, to establish a branch at 13100 N. FM 973 in Manor.

The OCC reports that it has approved an application by Woodforest National Bank, based in The Woodlands, to establish a branch at 1115 Waxman Dr. in The Villages, Florida.

The OCC reports that JPMorgan Chase Bank NA, based in Columbus, Ohio, has applied to establish a branch at the southeast corner of US 75 and Rosamond Pkwy. (E. County Rd. 370) in Anna.

The TDB reports that First Bank and Trust of Memphis, based in Memphis, Texas, has applied to establish a branch at 7450 Campus Dr., Ste. 210, in Colorado Springs, Colorado.

The TDB reports that it has approved an application by Freedom Bank, based in Alamo, to establish a branch at 100 S. Expwy. 83 in McAllen.

The TDB reports that Frost Bank, based in San Antonio, has applied to establish a branch at 525 Main St. in Kerrville.
