Regulatory Actions

Here are the latest regulatory agency transactions regarding Texas bank applications—including new charters, mergers and acquisitions, and the establishment and relocation of bank branches—as filed with the Office of the Comptroller of the Currency (OCC), Texas Department of Banking (TDB), Federal Reserve Board of Dallas (FRBD) and the Federal Insurance Deposit Corp. (FDIC):

October 15–21, 2023

Name Changes

The TDB reports that Security State Bank, based in Winters, has changed its name to Victory Bank.

Home Offices

The TDB reports that Victory Bank has relocated its home office from 700 S. Main St. in Winters to an existing branch office at 4710 4th St. in Lubbock and will maintain the office at 700 S. Main St. in Winters as a branch.

Branches

The OCC reports that it has approved applications by Home Bank NA, based in Lafayette, Louisiana, to establish the following branches: 19415 Gulf Fwy. in Webster and 5940 Fairmont Pkwy. in Pasadena.

The OCC reports that it has approved an application by First National Bank Texas, based in Killeen, to establish a branch at 8301 Rogers Ave. in Fort Smith, Arkansas.

The OCC reports that it has approved an application by Citizens National Bank, based in Cameron, to establish a branch at 1711 Central Texas Expwy., Ste 105, in Killeen.

The OCC reports that The First National Bank of Hughes Springs, based in Hughes Springs, has applied to establish a branch at 100 E. Houston in Marshall.

The TDB reports that WestStar Bank, based in El Paso, has established a branch at 12300 Eastlake Blvd. in El Paso.

The TDB reports that it has approved an application by Independent Bank, based in McKinney, to establish a branch at 2722 W. Bitters Rd., Ste. 126/128, in San Antonio.

The TDB reports that TexasBank, based in Brownwood, has established a branch at 139 College Park Dr. in Weatherford.

The TDB reports that it has approved an application by Freedom Bank, based in Alamo, to establish a branch at 4120 N. I-69C in Edinburg.

The TDB reports that Frost Bank, based in San Antonio, has applied to establish a branch at 494 Hwy. 71 W in Bastrop.
