Regulatory Actions

Here are the latest regulatory agency transactions regarding Texas bank applications—including new charters, mergers and acquisitions, and the establishment and relocation of bank branches—as filed with the Office of the Comptroller of the Currency (OCC), Texas Department of Banking (TDB), Federal Reserve Board of Dallas (FRBD) and the Federal Insurance Deposit Corp. (FDIC):

October 12–18, 2025

Mergers and Acquisitions

The OCC reports that it has approved an application by Investar Bank NA, based in Baton Rouge, Louisiana, to acquire First National Bank, based in Wichita Falls.

The TDB reports that Vista Bank, based in Dallas, has applied to merge with NBH Bank, based in Greenwood Village, Colorado.

Conversions

The TDB reports that it has approved an application by First-Lockhart National Bank, based in Lockhart, to convert from a national association to a state-chartered bank with the name First Lockhart Bank.

Branches

The OCC reports that it has approved an application by The First National Bank of Bastrop, based in Bastrop, to establish a branch at 101-102 Cougar Lane in Lott.

The OCC reports that PNC Bank NA, based in Wilmington, Delaware, has applied to establish a branch at 12312 Interstate 45 N, Ste. 100, in Willis.

The OCC reports that Agility Bank NA, based in Houston, has applied to establish a branch at 711 W. Bay Area Blvd., Ste 320, in Webster.

The OCC reports that First National Bank Texas, based in Killeen, has applied to establish a branch at 2407 W. Airport Fwy. in Irving.

The OCC reports that Legend Bank NA, based in Bowie, has applied to relocate a branch from 2228 N. Center St. in Bonham to 502 N. Center St. in Bonham.
