Regulatory Actions

Here are the latest regulatory agency transactions regarding Texas bank applications—including new charters, mergers and acquisitions, and the establishment and relocation of bank branches—as filed with the Office of the Comptroller of the Currency (OCC), Texas Department of Banking (TDB), Federal Reserve Board of Dallas (FRBD) and the Federal Insurance Deposit Corp. (FDIC):

November 2–8, 2025

Mergers and Acquisitions

The OCC and TDB report that Texas National Bank, based in Mercedes, has completed its acquisition of Citizens State Bank, based in Roma.

Branches

The OCC reports that it has approved an application by T Bank NA, based in Dallas, to establish a branch at 600 Travis St., Ste. 5900, in Houston.

The OCC reports that JPMorgan Chase Bank NA, based in Columbus, Ohio, has applied to establish a branch at the northeast corner of Coulter St. S and Texas Loop 335 (Hollywood Rd.) in Amarillo.

The TDB reports that Frost Bank, based in San Antonio, has established a branch at 1408 RM 620 S. in Lakeway. The agency also reports that it has approved an application by Frost Bank to establish a branch at 525 Main St. in Kerrville.

The TDB reports that West Texas State Bank, based in Snyder, has established a branch at 3004 Slide Rd. in Lubbock.

The TDB reports that First Bank and Trust of Memphis, based in Memphis, Texas, has established a branch at 7450 Campus Dr., Ste. 210, in Colorado Springs.

The TDB reports that NBT Financial Bank, based in Fort Worth, has applied to establish the following branches: 803 E. Northwest Hwy. in Grapevine and 6116 Camp Bowie Blvd. in Fort Worth.
