Regulatory Actions

Here are the latest regulatory agency transactions regarding Texas bank applications—including new charters, mergers and acquisitions, and the establishment and relocation of bank branches—as filed with the Office of the Comptroller of the Currency (OCC), Texas Department of Banking (TDB), Federal Reserve Board of Dallas (FRBD) and the Federal Insurance Deposit Corp. (FDIC):

March 29–April 4, 2026

Bank Charters

The TDB reports that Alba Bank, based in Houston, has applied to establish a state bank charter.

Mergers and Acquisitions

The OCC reports that Sunflower Bank NA, based in Dallas, has completed its acquisition of First Foundation Bank, based in Irvine, California.

The TDB reports that City Bank, based in Lubbock, has completed its acquisition of Bank of Houston, based in Houston.

Conversions

The TDB reports that Yoakum Bank, based in Yoakum, has completed its conversion from Yoakum National Bank to a Texas state-chartered bank.

Branches

The OCC reports that Central National Bank, based in Waco, has established a branch at 3801 N. Capital of Texas Hwy., Ste. B-100, in Austin.

The OCC reports that it has approved an application by First National Bank Texas, based in Killeen, to establish a branch at 8538 IH 35 S in San Antonio.

The OCC reports that PNC Bank NA, based in Wilmington, Delaware, has established a branch at 3230 W. Camp Wisdom Rd. in Dallas.

The OCC reports that JPMorgan Chase Bank NA, based in Columbus, Ohio, has established a branch at 11224 Quaker Ave. in Lubbock. The agency also reports that it has approved an application by JPMorgan Chase Bank to establish a branch at the southwest corner of Grande Bulevar Blvd. and N. Belt Line Rd. in Irving.

The TDB reports that it has approved an application by Harmony Bank, based in Dallas, to establish a branch at 815 Kings Fort Pkwy. in Kaufman.

The TDB reports that it has approved an application by Bank of the West, based in Grapevine, to establish a branch at 700 S. US-281 in Marble Falls.
