Regulatory Actions

Here are the latest regulatory agency transactions regarding Texas bank applications—including new charters, mergers and acquisitions, and the establishment and relocation of bank branches—as filed with the Office of the Comptroller of the Currency (OCC), Texas Department of Banking (TDB), Federal Reserve Board of Dallas (FRBD) and the Federal Insurance Deposit Corp. (FDIC):

March 26–April 1, 2023

Mergers and Acquisitions

The TDB reports that Vista Bank, based in Dallas, has completed its acquisition of Charis Bank, based in Justin.

The FRBD reports that First State Bank of Livingston, based in Livingston, Texas, has applied to merge with First National Bank, based in Jasper, and thereby establish a branch at the locations of First National Bank.

Conversions

The TDB reports that TXN Bank National Association, based in Hondo, has applied to convert from a national association to a state association under the name TXN Bank.

Branches

The OCC reports that Trustmark National Bank, based in Jackson, Mississippi, has applied to establish a branch at 6915A-3 F.M. 1960 Rd. W in Houston.

The OCC reports that First National Bank Texas, based in Killeen, has applied to establish a branch at 2700 S. Shackleford Rd. in Little Rock, Arkansas.

The TDB reports that Frost Bank, based in San Antonio, has established a branch at 2831 Palmer Hwy. in Texas City. The agency also reports that Frost Bank has applied to establish the following branches: 3970 FM 2181 in Hickory Creek and 1155 N.E. Loop 410 in San Antonio

The TDB reports that West Texas State Bank, based in Snyder, has established a branch at 4803 Plaza Blvd., Ste. 802, in Odessa.

The TDB reports that R Bank, based in Round Rock, has applied to relocate a branch from 1103 A Williams Dr. in Georgetown to 405 S. Austin Ave. in Georgetown.
