Regulatory Actions

Here are the latest regulatory agency transactions regarding Texas bank applications—including new charters, mergers and acquisitions, and the establishment and relocation of bank branches—as filed with the Office of the Comptroller of the Currency (OCC), Texas Department of Banking (TDB), Federal Reserve Board of Dallas (FRBD) and the Federal Insurance Deposit Corp. (FDIC):

June 29–July 5, 2025

Mergers and Acquisitions

The OCC reports that it has approved an application by City National Bank of Colorado City, based in Colorado City, to acquire Citizens Bank NA, based in Abilene.

The TDB reports that Industry State Bank, based in Industry; Fayetteville Bank, based in Fayetteville; and Citizens State Bank, based in Buffalo, have completed their merger into Cadence Bank, based in Tupelo, Mississippi.

Branches

The OCC reports that VeraBank, based in Henderson, has established a branch at 3000 Barron Rd. in College Station.

The OCC reports that it has approved applications by PNC Bank, based in Wilmington, Delaware, to establish the following branches: 4402 Little Rd. in Arlington, 4600 State Hwy. 121, Ste. 100, in Lewisville and 12645 Eldorado Pkwy. in Frisco.

The TDB reports that it has approved an application by Texas Financial Bank, based in Eden, to establish a branch at 711 Scurry St. in Big Spring.

The TDB reports that Pilgrim Bank, based in Pittsburg, has applied to establish a branch at 2072 Three Lakes Pkwy., Ste. 300 and 400, in Tyler.

The TDB reports that Frost Bank, based in San Antonio, has applied to establish the following branches: 13341 W. US 290, Ste. 1201, in Austin and 1408 RM 620 S. in Lakeway.

The TDB reports that Rio Bank, based in McAllen, has applied to establish a branch at 19223 Stone Oak Pkwy. in San Antonio.
