Regulatory Actions

Here are the latest regulatory agency transactions regarding Texas bank applications—including new charters, mergers and acquisitions, and the establishment and relocation of bank branches—as filed with the Office of the Comptroller of the Currency (OCC), Texas Department of Banking (TDB), Federal Reserve Board of Dallas (FRBD) and the Federal Insurance Deposit Corp. (FDIC):

July 20–26, 2025

Mergers and Acquisitions

The TDB reports that Veritex Community Bank, based in Dallas, has applied to merge into The Huntington National Bank, based in Columbus, Ohio.

Conversions

The TDB reports that First-Lockhart National Bank, based in Lockhart, has applied to convert from a national association to a Texas state-chartered bank under the name First Lockhart Bank.

Name Changes

The TDB reports that Powell State Bank, based in Powell, has applied to change its name to Producer Bank of Texas.

Branches

The OCC reports that it has approved an application by Austin Bank NA, based in Jacksonville, to establish a branch at 9375 FM 1097 Rd. W, Ste. 400, in Willis.

The OCC reports that JPMorgan Chase Bank NA, based in Columbus, Ohio, has applied to establish a branch at the southeast corner of Woodridge Dr. and Gulf Fwy. in Houston.

The OCC reports that First National Bank Texas, based in Killeen, has applied to establish the following branches: 135 NE Loop 564 in Mineola and 2401 S. Canal St. in Carlsbad, New Mexico.

The TDB reports that it has approved an application by Rio Bank, based in McAllen, to establish a branch at 19223 Stone Oak Pkwy. in San Antonio.

The TDB reports that Farmers and Merchants Bank, based in De Leon, has applied to establish a branch at the intersection of Wolf Hallow/I-20 Service Rd.) and Brock Spur in Brock.
