Regulatory Actions

Here are the latest regulatory agency transactions regarding Texas bank applications—including new charters, mergers and acquisitions, and the establishment and relocation of bank branches—as filed with the Office of the Comptroller of the Currency (OCC), Texas Department of Banking (TDB), Federal Reserve Board of Dallas (FRBD) and the Federal Insurance Deposit Corp. (FDIC):

January 25–31, 2026

Mergers and Acquisitions

The TDB reports that it has approved an application by Third Coast Bank, based in Humble, to acquire Keystone Bank SSB, based in Bee Cave.

The TDB reports that City Bank, based in Lubbock, has applied to acquire Bank of Houston, based in Houston.

Home Offices

The TDB reports that TexasBank, based in Brownwood, has relocated its home office from 400 Fisk Ave. in Brownwood to an existing branch at 4521 S. Hulen St. in Fort Worth. It will maintain the previous home office as a branch.

Branches

The OCC reports that First National Bank Texas, based in Killeen, has established a branch at 2407 W. Airport Fwy. in Irving.

The TDB reports that Bank of South Texas, based in McAllen, has established a branch at 7075 N. Expwy. 77, Ste. 4, in Olmito.

The TDB reports that it has approved applications by First Lockhart Bank, based in Lockhart, to establish the following branches: 3016 Independence Dr., Ste. 205, in New Braunfels, 316 Ave. E in Shiner and 1843 Water St. in Gonzales.

The TDB reports that it has approved an application by Southside Bank, based in Tyler, to establish a branch at 1410 Research Forest Dr. in The Woodlands.
