Regulatory Actions

Here are the latest regulatory agency transactions regarding Texas bank applications—including new charters, mergers and acquisitions, and the establishment and relocation of bank branches—as filed with the Office of the Comptroller of the Currency (OCC), Texas Department of Banking (TDB), Federal Reserve Board of Dallas (FRBD) and the Federal Insurance Deposit Corp. (FDIC):

December 7–13, 2025

Field Offices

The TDB reports that CTBC Bank Co. Ltd., based in Taipei City, Taiwan, has applied to establish a field office at 1201 Louisiana St., Ste. 2750, in Houston.

Branches

The OCC reports that JPMorgan Chase Bank NA, based in Columbus, Ohio, has established the following branches: 2727 Sam Rayburn Hwy. in Melissa, 2050 N. Dallas Pkwy. in Prosper and 1241 W. University Dr., Ste. EB, in McKinney. The agency also reports that it has approved applications by JPMorgan Chase Bank to establish the following branches: the southeast corner of IH 10 and Texas Heritage Pkwy. in Katy and the northeast corner of 4th St. and Milwaukee Ave. in Lubbock.

The OCC reports that it has approved an application by Security National Bank of Omaha, based in Omaha, Nebraska, to establish a branch at 7001 Preston Rd,. Ste. 100, in Dallas.

The OCC reports that Zions Bancorporation NA, based in Salt Lake City, Utah, has relocated a branch from 3400 Ave. H in Rosenberg to 25670 Southwest Fwy. in Rosenberg. The agency also reports that Zions Bancorporation has applied to relocate a branch from 10001 Reunion Place Blvd. in San Antonio to 13432 San Pedro Ave. in San Antonio.

The TDB reports that Austin County State Bank, based in Bellville, has established a branch at 16215 Fordtran/Hwy. 159 in Industry.

The TDB reports that it has approved an application by Frost Bank, based in San Antonio, to establish a branch at 202 E. Irving Blvd. in Irving. The agency also reports that Frost Bank has applied to establish a branch at 1469 W. Campbell Rd. in Richardson.

The TDB reports that Texas Financial Bank, based in Eden, has applied to establish a branch at 6085 Campbell Rd. in Dallas.

The TDB reports that Southwest Bank, based in Odessa, has applied to establish a branch at 1004 N. Big Spring St., Ste. 100, in Midland.
