Community Banking Advocate Scurlock Added to IBAT’s Wall of Heroes and Legends

Steve Scurlock with his wife, Becky, and two sons, Matt and Michael

The Independent Bankers Association of Texas (IBAT) announced a new addition to the IBAT Wall of Heroes and Legends of Texas Community Banking located at the organization’s headquarters in Austin. Steve Scurlock, IBAT’s former government affairs director, was presented with the honor during the association’s recent convention in San Antonio. The Wall of Heroes and Legends is reserved for special individuals who have contributed significantly to the strength of community banking in Texas.

SCURLOCK’S PLAQUE READS: “As one of Texas community banking’s most respected advocates, for nearly 30 years Steve Scurlock led the government relations efforts for the Independent Bankers Association of Texas (IBAT), serving as a trusted voice for bankers in Austin and Washington, D.C. Raised in Austin in a community banking family, Steve began his banking career as a teller while attending college and later worked for one of the nation’s first minority-owned de novo banks. He subsequently served as a bank examiner and later Deputy Banking Commissioner with the Texas Department of Banking, where he became deeply involved in legislative and regulatory affairs. In 1995, Steve joined IBAT to advocate for regulatory relief and protect the community banking model at both the state and federal levels. Widely respected for his expertise in banking policy, legislative strategy and regulatory affairs, he played a key role in advancing reforms, defeating harmful proposals and ensuring community banks had a strong voice in public policy. A graduate of the SW Graduate School of Banking at SMU and the Texas Tech School of Banking, Steve also served on the boards and faculty of both institutions. In 2024, he received the Distinguished Alumni Award from the SW Graduate School of Banking. Throughout his career, Steve remained committed to strengthening community banking and mentoring industry leaders. His leadership and advocacy have left a lasting impact on Texas banking and the communities it serves.”
